Graham Tier, General Manager, District Facility Services, West Kowloon Cultural District Authority

The West Kowloon Cultural District Authority, a statutory body established by the Hong Kong SAR Government in 2008 for developing the West Kowloon Cultural District, appointed JLL to manage the facility.

The mission of the Xiqu Centre is to present the best of traditional and contemporary xiqu from Hong Kong, China and around the world to existing audiences and new generation audiences so that the art form can become more accessible to everyone. Its open entrance makes it very accessible to the public during operating hours so it is of utmost importance that security staff are on standby at all times to protect the facility and visitors.

The Xiqu Centre is designed to meet recognised sustainability standards and to reduce energy consumption in line with the guidance provided by BEAM Plus Gold Rating, Hong Kong’s internationally recognised rating tool for green buildings. The site was granted the BEAM Plus Final Gold (New Buildings V1.2) certification in December 2019.

We monitor the facility’s environmental condition around the clock, including lighting controlled by schedule according to various zones to meet the venue’s operation and operating hours, air-conditioning and ventilation levels, and indoor air quality through sensors installed inside the Grand Theatre and the Tea House Theatre. The JLL Help Desk responds to emergency situations and provides professional support by deploying extra manpower.

Additionally, the site team is primarily responsible for facilitating pre-event recovery planning for all events and VIP visits, partnering with the leasing team on the client side in tenancy management and the vetting of fit-outs, as well as providing customised and flexible cleaning and maintenance services.

Together, JLL and the client have introduced a wide range of food-and-beverage tenants serving signature Hong Kong “cha chaan teng” or casual dining, classic Chinese cuisine and Taiwanese specialty beverages.

To address public safety concerns during the COVID-19 pandemic, we re-assessed the daily cleaning schedule for the performance venues and open areas, and promptly re-allocated staff duties and logistics support as needed. The team continues to explore precautionary measures to enhance public health and safety.
